Explanation:

Rain water contains dissolved gasses such as SO2 and CO2. These gases dissolve to form some kind of chemicals like carbonic acid to give ions. Thus,rain water is a pure conductor of electricity.

Tap water contains some amount of calcium and magnesium salts .So tap water conducts electricity as well.
