1)Special-needs children include those who have: Mental Retardation, which causes them to develop more slowly than other children. Speech and Language Impairment, such as a problem expressing themselves or understanding others. Physical Disability, such as vision problem, cerebral palsy, or other conditions.
2)Both these terms are the same. These are euphemisms of the word ‘disabled’ and ‘handicapped’. We prefer to use differently-abled or physically-challenged instead of these words.
Using the terms 'differently-abled' and 'physically-challenged' make these people feel empowered. And as a society, it is our responsibility to not let anyone feel down.
As a matter of fact, these terms portray the truth that these people are physically challenged and are differently-abled to tackle the challenges of life. Another word of this kind that we often use is called ‘specially-abled’, which highlights the special uniqueness of living this sort of life.
