1. The Guptas organized a system of provincial and local administration. The empire was divided into divisions called bhukth, and each bhukti was placed under the charge of an uparika. The bhuktis were divided into districts (vishayas), which were placed under the charge of a vishayapati.

2. The inscription is a panegyric praising Samudragupta and lists the political and military achievements of his reign including his expeditions to the south. It provides a unique snapshot of the Gupta empire and its neighbours and is the source of much of what is known of the geopolitical landscape of that era.
