1.- India adopted the parliamentary system with ministerial responsibility and administrative accountability to parliament. There was intermingling of the legislative and the executive. Ministers could be viewed as agents of parliament but a strong parliament alone could beget a strong government. There existed potent devices for parliamentary scrutiny but of late there has been tremendous erosion in esteem for legislatures. Parliament needed to review and refurbish its structural-functional and relational requirements and operational procedures. Reforms suggested by the Constitution Commission warrant early consideration.

2.-The President can issue executive orders, which direct executive officers or clarify and further existing laws. The President also has unlimited power to extend pardons and clemencies for federal crimes, except in cases of impeachment.

3.-The Prime Minister is top most elected body i.e directly by the people. But in practical PM is the head of council Minister and also he act has the link between the council Minister and President.
