1.  Three functions of Gram Panchayat are:

   (i) The Gram Panchayat makes arrangements for pure drinking water and

        undertakes disinfection drives of the wells, tanks, etc.

   (ii) It makes sanitary arrangements in the village.

   (iii) It makes efforts for improving the health of the people, and for this

         purpose it opens hospitals and dispensaries.  

2.  The chairman of all the Panchayat Samitis under the district are the ex officio members of Zila Parishad. The parishad is headed by a president and a vice-president. The deputy chief executive officer from General Administration department at district level is ex-officio secretary of Zila   Parishad.

3.  It gives the various powers to the government, the main function of zila parishad is to co ordinate all the activities of panchayat raj. It gives advice to the state government on the work of the panchayats and samities. It prepares a plan for its district development.

4. Gram Sabha:

  • Gram Sabha is the legislative body that operates at the village level and takes into account the annual budget and audit reports of the Gram Panchayat.
  • It is a permanent body.
  • The Gram Sabha consists of every person whose name is registered in the voter list of the perspective village.
  • The members of Gram Sabha are not elected.
  • The decisions taken by the Gram Sabha cannot be annulled by any other body. The power to do so rests with the Gram Sabha only.

    Gram Panchayat:

  • Gram Panchayat is the lower element of the Panchayati Raj that functions at the village level with the welfare and development of the village in mind.
  • It is a temporary body, as the members of the panchayat are elected for a term of five years.
  • The Gram Panchayat consists of ward members and Sarpanch.
  • The members of the Gram Panchayat are directly elected by the members of the Gram Sabha.
  • Every month a meeting is organized by the gram panchayat. The functions of the Gram Panchayat may bifurcate as obligatory and optional functions. The obligatory functions include civic roles such as sanitation, drains and ponds.

5.  Regional self-government creates the room for civic pleasure. Through this relevant self-government, the local issues can be fairly and correctly addressed and resolved. It also reduces central and state governments' heavy burdens and defines autonomy in a broader context.
