According to the article 163 of the constitution, the governor of a state works on the aid and advice of the council of ministers of the state.

But when there is a matter of personal discretion, such as, calling a party to form government or reporting the status of law and order or pocketing the bills, S/he is completely absolute. But there are some checks and balances such as the judicial review in some cases.

Unfortunately in India the governors are discredited of being the agents of the union rather than being the constitutional heads, they ought to be.
