is decreased by 2.The resulting equation is
 {x}^{2}  - 2x + 1 = 0

Answer:

 {x}^{2}  - 2x + 1 \\ (x - 1)(x - 1)

root of above equation is 1

so the new equation would be

(x - 3)(x - 3) \\  {x}^{2}  - 6x + 9

comparing it with given equation

b = 6

c = 9
