ok so people should be educated that garbage should not be thrown everywhere
here people lack this knowledge and they just throw garbage here and there they are least bothered as this earth not oh their property and it belongs to others to
to stop this the government should get strict rules if the garbage is thrown then they should be given severe punishments

YES, it is true that earth is turning into dumping ground. This is all happening due to the activities of human beings. They are throwing the waste here and there. They are not aware that it is harmful to us.
These waste is not only affecting human beings but it is also affecting our atmosphere. This can't be stopped until we will educate people. Government should also look for the same. They should ban plastic. Himachal is a state of India, in which government has banned plastic. So, plastic should be used in less amount.
