This is because the reduced volume would mean that a specific point on the earth’s radius would have to rotate back to its initial position faster due to the reduced circumference of the involved arc hence reducing the length of the day. The same point would have to cover a longer arc circumference when the earth’s mass and volume is normal hence the current length of the day
