Firstly 190$ is even so the number of 5$ is even and the number of 2$ is a multiple of 5.

So 5k lots of 2$

2n lots of 5$

But if there are 4 less 5$ notes than 2$ notes

5k - 4 = 2n

Where 5k + 2n = 190$

Or k * 10$ + n * 10$ = 190$

Then k+n = 19

Write n = 19 - k

5k - 4 = 38 - 2k

7k = 42

k = 6

n = 13

So we have 130$ Of 5$ notes and 60$ of 2$ notew

that’s 26 5$ notes and 30 2$ notes.
