Lone pairs on Oxygen can involve in positive mesomeric effect while due to Cl and O itself there is negative inductive too but since mesomeric effect is dominant, OCl3 as a whole will give +mesomeric effect and will be ortho and para directing for electrophile

But this is not the case of hyperconjugation right?
