It depends on whether the process of dissolution is endothermic or exothermic. If it is endothermic (true of most, but not all, solids), then solubility increases with temperature. If it is exothermic, then solubility decreases as temperature increases. These observations are consistent with Chandelier's principle.
The dissolution of gases in liquid is consistently exothermic, so the solubility of gases decreases as temperature increases.
