this is becoz nuclear charge work in small range ....

also electrons present in shell repel each other due to this repulsion nuclear attraction is balanced ...

this is as same as if speed of car is 5m/s but some people standing in front of car..pushing it against its speed with 3m/s.....then real speed of car will be seen 2m/s

if nuclear charge is Holding a Cloud of electrons around it , it must be effective becuase else electrons will fly away.

it is less Only to an extent , becuase Collapsing electron cloud ( hiesenberg uncertianity) into a Nucleus will take Infinity Energy .

for imagining this consider even when there is JUST one electron around a Nucleus .we could magnify the simplest hydrogen atom so that its nucleus (a proton) were the size of a basketball, then its lone electron would be found about 2 miles away..

Simply stated : Nucleus Does extert a Fantastic Force and yet Electron stays Enough away , Maintaining a Very High Cetriptal Force per Mass.
