Effective nuclear charge of ion(cation, a positively charged ion) is more than neutral atom because in cation electrons are less as compared to proton, so the attraction of electrons towards nucleus increases (it becomes easy for protons to hold less number of electrons )


As protons are same but due to lack of one electron the net attraction on each electron increases, so effective nuclear charge on each electron increases .so the effective nuclear charge of ion also increases.
