One pack weighs 1 kg and The holding packets could hold 250 g.So:

1 packet : weight of packet / weigh hold by th holding packet

1 packet : 1 kg / 250 g

1 packet : 1000g / 250 g

1packet : 4

So 1 packet weighing 1 kg coukd be held by 4 packets

1 packet = 4 small packets

8 packets = 4 × 8

8 packets = 24 small packets
