Because in that case the buoyant force of the liquid (which acts in the upwards direction) is able to over come the gravitational force. If the density of the object is higher than the fluid in which it present, then the gravitational force (which occurs in the downwards direction) is able to overcome the buoyant force.

So, the plastic ball float on water because buoyant force acts on it is higher than the gravitational force due to its low density than water but iron ball sinks because its density is higher then the water, so buoyant force is not able to overcome the gravitational force and finally sinks.
