if you see reduction potential of h2o is greater than that of al+3

REACTION AT ANODE

here there are h2o and o-2

if you see oxidation potential of h2o is -1.23  which is less than o-2

so here oxidation of o-2 takes place

o-2=o2 +2e

if you see overall reaction it will be 2h2o+o-2 = h2+o2+2oh-
