As we know India has federal system of goverment which means its has three tier of goverment: central goverment ( national level) and state and local goverment ( state level).

lok sabha elections are conducted for national level (for electing prime minister)

rajya sabha elections are conducted for state goverment ( for electing chief minister)

for example: conducting elections on national

level ( for prime minster ) is not possible on only one day because india is very vast country. so election commission give different days and date to different states.

for conducting elections in state( for cm) it doesn't require much time so for example if elections are going to held in goa one day and time is given by election Commission.
