Electrical current is electrons flowing through a substance that will allow that flow. It's called the substance a conductor. So the conductors are better than others, but none is perfect, and to some extent, they all resist electron flow.
The energy in the electrons does not travel all the way when electron flow is resisted. The energy that moved the electrons forward is converted to heat energy because energy is conserved.
As in the filament in a light bulb, it can also be converted to light energy.
