It is just the region/ area where you can experience the presence of a stationary charge q. (Actual definition)

Since, the force of a charge can only be experienced by another charge we choose smallest positive charge called test charge(+1 coulomb).

Now, the working definition can be given as force experienced by a test charge due to stationary charge q.

E= F = k(q) (+1) /r² = kq/r².

Also, now you can see that a positive charge repels the test charge so field lines are away while for negative charge it is towards charge. ( Electric field lines are direction of forces at that point)
