Electric wires are made up of metals like copper and covered by plastic. can it be done the other way ? Give reason

It can't work the opposite way because, plastic is an insulater ,which means that it won't let electricity pass through it ,whereas cooper on the outside side will still conduct electricity,it would be like an uncovered wire,which is hard to use with its lose ,thin cooper wires on the outside.
