Electrical wires at homes are covered with plastic while the wires connected to electric poles are bare, though they carry a much larger amount of current. Why is it so?

We get a shock when current flows through our body as the current passes through our body from the naked wire to the ground as the circuit is completed. This gives us a shock. But when we wear rubber slippers or are standing on wood while using electrical appliances, it insulates us from the ground and we don't get a shock.
