electromagnetic waves could be said as waves that are made to appear as waves by electric and magnetic forces ( that's how I think of it although it may be not correct but I think it makes it pretty understandable so I added it)
for eg light. electromagnetic waves are those which come in the electromagnetic spectrum ranging from very high energy and very less wavelength gamma rays to very low energy and very large wavelength radio waves. the visible light comes in between the electromagnetic spectrum. they can travel through vacuum and their permeability depends upon their energy
