Chlorine has higher electron gain enthalpy then florine because due to small size of florine some energy is utilized in over coming the force of repulsion among electron.

This is because in F, the added electron takes the place in lower energy level n=2 which already has 6 or 7 electrons. This results in more electron-electron repulsion which decreases the stability of negative ion
