It is not always that para product is major while doing electrophilic substitution of aryl halide. Though most of times we get a para product, sometimes ortho products too are preferred.
Actually, whenever an electrophilic group attacks aryl halide, there is repulsion between the halogen group on aryl ring and the attacking group, so during electrophilic substitution para product is obtained in major quantity yet ortho product is also obtained in a small quantity and traces of meta product can also be found.
