It is because humidity contains a lot of water particles and you must be knowing water is a conductor.
Hence when we rub for example glass rod with silk then glass rod becomes charged but with that water particles come in contact with the glass and as you know water particles are not only on one side but on the whole tube and when we are holding that tube,as you know our hand is a conductor therefore all the charge from tube get into our body.When there is no humidity then glass tube as ypu you know is an insulator and will act also as insulator except humidity where it being an insulator acts as conductor.
