electrostatic force is much stronger than gravitational force. then why don't we see its effects at a large scale. why does it dominate only at the atomic level

Strength and range is too different things.

Strong Nuclear Force is strongest force but it's range is about scale of nucleus while gravity is weakest force but it's scale is million of million km.

It's all about quantum mechanics, this is different world of Physics.
