The element with highest ionization potential in the periodic table is Helium (2372.1 kj/mol) because Ionization potential is least in the first row of last column( decreases as we move across a period and up a group). Helium is a noble gas with only one shell, which is closest to the influence of nuclear pull, and also it's stable, so it's very unlikely for it to donate electrons, thus it has high Ionization Energy
