CARBON HAS ATOMIC NUMBER 6 .

because carbon forms covalent bond instead of ionic bond . therefore they do share the electrons of the valence shell with the electrons of other element. Since it doesnot form ions therefore no anions and cations are formed.

Answer:

element is likely to be carbon, carbon is not either cation or anion .since it have four valence electrons in the last shell.so it can neither lose or gain four electrons to attain stability.hence it form covalent bonds
