Elephantiasis is neither caused by anopheles mosquito nor culex mosquito, you can say that culex mosquito (female culex mosquito to be precise) is the causative agent of elephantiasis. Don't get confused between cause and causative agent.

Elephantiasis is caused by a worm called filarial worm Wuchereria bancrofti and it is transmitted by culex mosquito it means culex mosquito is the vector of this disease.

Female anopheles mosquito can't be the answer because it is the causative agent of malaria.
