Eluciclate why water cannot extinguish fire caused due to petrol.

The reason is that that water is heavier than petrol so petrol comes up to the surface of the water and water sinks down, and the petrol keeps burning on top of the water.

petrol is less denser than water.
petrol floats on water.
if water is used to extinguish fire,it can't.
because petrol floats on water and it would remain burning
