According to custom, these Germanic ethnic groups were part of the Roman military.

Frankish leaders such as Arbogast and Flavius were loyal to the Romans. Consequently, their descendants could set up their courtships in Rome.  

As time passed by, their existence and control in Rome grew and the Romans found it difficult to control them.
