Well, think of it as writing a paper in which you take a stance on an issue:
Start with an opening paragraph stating that you are requesting such and such trip.
Explain the background of your idea: how and why did you come up with the trip? Why did you think it would benefit you and your school?
How does it benefit the school/students? Will it benefit future years to add it to the curriculum of trips (trips that do always have better chances of getting approved).
Next, explain the trip, the travel times, the type of guided tour you would receive and the credentials of the persons(s) providing that tour. State the target audience (for example, science students, art students, journalist-types). and what you think they would gain for it.
Then, if you have done the math, state the costs. Maybe not of the trip there, but the stay/tour/meals when on route.
Finally, end with a closing where you state that you would appreciate the opportunity to discuss this in person, and thank him/her for considering your request.
