The planning exercise for India started many years back.

In the year 1977, lot of exercises were applied due to which the ruling party at that time lost the elections.

Certain measures were quite illogical and there were not any valid proof as to which certain plans were made in order to be exercised.

For example, it was stated that the public sector  enterprises would produce only had of their total production capacity, but no reason could be found out behind this statement.
