It happens during winters because of the cold temperature prevailing during winter time. The water vapour in the air gets cool and condenced due to low temperature and change into water droplets. These droplets can be seen on leaves, grasses, windows etc.
This doesn't happen during Summers because Summers are hot, so no condensation occurs.
