Babu Jagjivan Ram was the doyen of Indian politics in the cause of the scheduled castes for more than forty years. Initially a member of the Congress Party, he later formed his own party, Congress for Democracy, which eventually merged with the Janata Party. He held important portfolios as a minister under Mr Jawaharlal Nehru, Mrs Indira Gandhi and Mr Morarji Desai. Eventually, he became a Deputy Prime Minister. During his tenure as a Member of Parliament, he won several elections from the Sasaram constituency in Bihar.
He was a member of the Dalit community and in 1935 was instrumental in the formation of the All-India Depressed Classes League, an organisation devoted to attaining equality of the untouchables with the upper castes. In 1937, he became a member of the Bihar legislative assembly, which many say was due to his untiring efforts in fighting for the cause of the downtrodden. The fight for the cause of the backwards continued and Babu Jagjivan Ram led it from the front even though he was a part of the ruling establishment. He always influenced change from within. Reservations in colleges and in jobs for Scheduled castes were brought about by incorporating appropriate articles in the Constitution of India; in affirmative actions such as these, Babu Jagjivan Ram played as important a role as Dr B.R. Ambedkar.
5th April, which is his birth anniversary,is observed as Samata Divas or equality day. A memorial has been constructed at the place of his cremation and it is appropriately called Samata Sthal.

Answer:
Scheduled castes are those castes/races in the country that suffer from extreme social, educational and economic backwardness arising out of age-old practice of untouchability and certain others on account of lack of infrastructure facilities and geographical isolation, and who need special consideration for safeguarding their interests and for their accelerated socio-economic development. These communities were notified as Scheduled Castes as per provisions contained in Clause 1 of Article 341 of the Constitution.
