This maxim means people who have less knowledge make more noise. It is commonly seen that people with deep knowledge usually remain calm and composed. They spend most of their time thinking, reflecting and cogitating on the mysteries and secrets of this world.
However, people with little knowledge make noise. For example, teenagers, children, who have not much knowledge about things, often talk a lot.
Reticence, quietness, reflection, etc. are agreeable qualities. On the other hand noise disturbs peace of mind.
