Answers:
1. In March, the sun behaves in an erratic way. It comes up earlier that it is expected to and also sets a little earlier than is the norm.
2. The Buddha Jayanti Park is speacialized in planting masses of the same flower for each bed.
3. March is the month of transition - one where you can see the vagaries of nature in the fullest. The month is highly unpredictable as has been spoken about so exquisitely in the account by the author. In addition, the very fact that every aspect of life transforms in such a lovely manner is perhaps what is prompted the author to choose this month over others.
4. This shows that the author has a keen eye for details. He is highly observant and is also blessed with his ability to weave magic in his words to hold the readers spell bound with his vivid descriptions.
