Answer for the first one is 45 doctors.

Answer for the second one is 26 engineers.

               Engineers        Doctors

                    2            ->         5

                     18           ->          x

                x = (5*18)/2

                x = 45 doctors.

  Same for the second one also.

ratio \: of \: engineers \: and \: doctor \: = \frac{2}{5}
let no. of doctors be x
 \frac{2}{5} = \frac{18}{x}
x = 5 \times 9
x = 45 \: doctors
now,
let no. of engineers be y
 \frac{2}{5} = \frac{y}{65}

y = 2 \times 13
y = 26 \: engineers

hope this helps you
