He punished the lady by changing her into a woodpecker that built “as birds do” and gathered scanty food by boring in the “hard, dry wood” all day long, because she insulted him.

This question is in reference to the poem A legend of the Northland written by Phoebe Cary.
The poem is based on folklore about how a hungry St. Peter punished a greedy old lady who would not even give him the tiniest of cakes that she baked.
Angered by her greediness, St. Peter cursed her to turn into a woodpecker that had to bore hard into the wood to get whatever little food it needed as he did not believe she deserved to live as a human, enjoying warmth and food.
