The crisis of water is an acute problem in India because people waste a lot of resources.
Moreover, as suggested in the passage, people do not tend to rely on traditional methods of water usage/storage and there is an over dependence on piped-water supply.
That is the reason why Cherrapunji, in spite of being the wettest place on the planet does not have enough drinking water whereas Jaisalmer, that gets only a few mm of rain has enough of it because it relies on traditional methods apart from piped supply.
