1.All monarchies that had been overthrown by Napoleon were restored to power.

2.It created the feeling of revolution among the liberal nationalists.


Yeah,I do think that this treaty restored the conservative order in Europe.As the restored rulers assumed absolute powers and made some beliefs which they were determined to hold onto.
