The biggest difference between ITBR and AR is the highest controlling authority. Ministry ofDefence controls the Armed Forces- the Army, Navy and Air Force where as PMFs like the BSF, ITBP etc are controlled by the Ministry of Home Affairs

ITBP stands for  INDO TIBETAN BORDER FORCE and AR stands for ASSAM RIFLES. ITBP is one of India's seven central Armed police forces whereas AR is the oldest paramilitary force in the country that was formed in the rule of British.  ITBP  is trained in disaster management and civil medical camp where the AR perform many roles like internal security, border security, provision of aid to civilians in time of emergency and so on
