demand for the transportation route...if there are no people,industries,resources or market at the ends of the routes,or plans to have them,there is no need for the waterway to be developed.the st Lawrence seaway is the example for this happening.


resource available....either private or public , if cost is too high it wont happen.

availability of alternative transportation methods.. railroads folded many canals in the us since they access many areas better and at less capital investment . roads can do the same thing..witness the interstate  highway system and trucking impact on all other means of transportation.

 does the inland waterways provide access to desirable area for new development? recreation , if so the waterway itself will develop services for the 'pioneers' using it to get to those regions. consider how the Ohio river valley developed as example..... hope it is enogh
