If we talk about years between 1999-2000 then we find that 32 % of the labour force, in the year 1999-2000, was unemployed. In absolute terms the number of unemployed stood at 26.58 million.Only about 8 % of the total employment is in organised sector. More than 90 % are engaged in informal sector activities, which is, largely outside the reach of any social security benefits and also suffers from many handicaps in form of limited access to institutional facilities and other support facilities.

The following points shows the status of employment in India:-

(a) The distribution of workforce has improved but even today primary sector continues to be the largest employer. A Remarkable feature about employment situation in India is that there had been as shipped directly from primary sector to secondary sector in India

(b) Though agriculture contributes less than one-fourth to the national income it employs more than half of the workforce this is because there are not enough jobs in secondary and tertiary sector .

(c) Apart from that the secondary sector and tertiary sector employees people with High Schools and education, there are people like painters plumbers and repair persons who may spend the whole day working but earn very little .
