let the denominator be x

numerator =x-4

Acc to question

x+1/x-4+1=2/3

x+1=2/3*x-3

x+1=2x/3-6/3

x+1=(2x-6)/3

3(x+1)=2x-6

3x+3=2x-6

3x-2x=-6-3

x=-9

Denominator =-9

Numerator =-9-4=-13

Rational Number =-9/-13=9/13

So the right answer is 9/13
