Environment is a public facility as no individual or community can owned it privately. every individual is independent to utilise it and to meet his basic need such as food, shelter and the most important oxygen.
and if the environment will become private then no one will be able to meet his basic demand and therefore lead to death. No life will sustain and the world will become worse than hell
