Gram molecular weight of urea = 60
Gram molecular weight of water=18
no.of moles = weight /gram molecular weight
given both are equal number of moles
so in both cases weight must be equal to molecular weight
Therefore mass percentage of urea=(60/78)*100
=76.92 %
