Since, the pH is 4 then it is a acid so the pH is 4 hence the [H+] concentration will be 10^-4.

The pH of 10 is a base hence the pOH will be 14-10=4 or the value of the [OH-] concentration will be 10^-4.

Since the values of the concentration are same for both the cases hence it concludes that the H+ and the OH- ions are completely consumed hence the resulting solution will have a pH of 7 or will be neutral.
