Let, The number be x .

Then , According to the given Situation the equation will be :-

 \frac{x}{7} + 9 =  - 1

After Multiplying Both sides by 7 we get ,

7x + 63 =  - 7

7x =  - 7 - 63

7x =  - 70

x =  \frac{ - 70}{7}

x  =  - 10

Therefore , The required number is-10.
